stating in more detail the circumstances attending my appointment by Gardner Sir R. & M. Dennys and I also referred to the Ordinances No. 5 of 1863 and 12 of 1895, upon the question, and pointed out what I conceived to be their natural construction. A copy of this letter I likewise enclose.
